Has anyone had problems with Cingular/AT&T phones blocking 800 numbers?

I work for a public safety agency. We use departmental Cingular/AT&T cell phones. When we try to make a call to an 800 number from the field we get a message "of call not allowed" and a stop sign icon on the screen. Annoying since the State Police, State Medical Examiner,State Fire Marshall's Office and Poison Control all use 800 numbers. Does anyone know a way around this block?
