Fire Code Violations Rochester, NY?

A friend of mine lives on a 2nd floor Apt in NY..Maybe someone can clairify this situation. They have no lighted "exit" signs in the building, just a sticker that says "exit" above the door. No Emergency lighting either. She has a fire ladder outside her window but she only is 5-1 104lbs. It has counter weights at the bottom, how much does she have to weigh for that ladder to work? What happens if its full of snow/ice in winter & doesn't work? No electricity, no emergency lighting, no lighted fire exits can make a bad situation. If that safety ladder was froze what would you do then? Seems like a bad situation. Wondering if someone could set me straight with the regs in NY or what I Should? aviationnut1977@gmail.com Todd
