Vinyl floor is peeling off and have hold in the corner of bathroom floor, will this consider a health hazard?

I recently signed a lease. The house I saw today was totally different from the house I saw when I signed the lease There is a big hole in the corner of the bathroom floor and trash from rot vinyl paper built up in the corner there. Also, many other peel off along the joint of the wall and floor The bathroom was designed that half of the floor is impossible to clean and keep sanity Would this consider a health hazard or violate building code ?
