Free Safety Signs

Have you ever noticed this about safety signs?

Some say "SLOW" at the top, show the picture in the middle and under that say "CHILDREN PLAYING" while others say "SLOW CHILDREN PLAYING" and then have the picture underneath. Does that mean there are mentally restricted children out there? Or is it just a mass-produced error?
